Yes — completely. The UK government confirmed in 2015 that consumers have the right to unlock their handsets. Ofcom has since pushed networks to provide unlocking for free. It is entirely legal to unlock your phone and use it on any network.
What Does 'Network Locked' Actually Mean?
A network-locked phone has software restrictions that only allow it to accept SIM cards from the carrier it was originally sold by. So an EE-locked iPhone will refuse to connect to an O2 or Vodafone SIM. The unlock process removes this restriction permanently via the IMEI database — the unique identifier associated with your specific device.
Can I Ask My Network to Unlock It for Free?
You can try. Ofcom guidelines say networks should unlock devices for free, but the process varies widely — some are straightforward, others involve long waits, customer service battles, and restrictions around minimum contract terms. If you've left the network or your contract has ended, you're more likely to succeed. If you're still mid-contract, some networks will refuse or charge a fee.
